I think it's no use putting money into failing banks. They may use the money in a stupid way (try to pay off their loans maybe) and that won't help the economy as a whole. I think the idea is to put money into healthy banks so that they have more capital and that in turn encourages them to lend more money to other banks and businesses and individuals. Failing banks can therefore borrow money and try to become solvent again or, in other words, keep themselves afloat until the crisis eases
